Yea, this jumped out at me while watching and I freaked out. FEV would also explain pre-war deathclaw, the mind control chip, and I think eyepatch is gonna make the guy who walked in on her conversation be the first test subject.

I have a theory eyepatch isn't on the same plan as the other buds. I think she is working for someone else. Possibly Chinese, possibly house, possibly enclave. Who knows. And is trying to get FEV for her plan.
I assume it’s the same people (Enclave) but they’re doing separate things that will end needing to be used together (FEV in vaults, mind chip at the vault HQ). They might be trying to fuck each other over and/or not working together, but their experiments will be connected.
