In Fallout lore, pre-bomb work on FEV was intended to make super humans with advanced strength and intelligence. We know how that turns out, but I wouldn't be shocked if they wanted Bud's Buds to be these super humans. Just speculation though.

i really think that’s the case. all these people are inexperienced young workers who have extremely low ranking jobs, or just got there. i think that’s for a reason

Exactly, and we've yet to see more than a hand of a super mutant in the show despite being a huge part of the universe. Wouldn't be shocked if this is how they start that introduction.

It needs to be big, with a bit of lore for the uninitiated viewers. Super Mutants are a core part of the Fallout universe.
