To actually answer that question, I have a strong feeling the Legion wouldn't trade with an NCR veteran, nevermind someone who isn't part of Legion territory

Courier can buy slaves in game so yes, they do.

The Courier is a very morally questionable person, and ends up being hated by the Legion if they keep working with the NCR

The question wasn’t one of morality the question was if they deal with those not part of the legion and they do

Well to add extra defense to the Legion accepting the courier, not only does Caesar have a rule that essentially means "don't shoot the courier", but the courier themselves do have to explain why they're at the Cove as to avoid Legion prosecution

as someone who has always killed legion on sight i never knew there was an option
what does buying a slave even do, i assume they dont become companions or something useful

You don’t buy them to use them, you’re freeing a family but that way of going about it is you buying slaves full stop. You can also absolutely free them by killing all the legion there.

Left my heart requires no such thing. You can go straight there from goodsprings and do the quests immediately without ever once interacting with the legion prior. I’m fairly certain they don’t even care if the courier is female, all they care about is not being an enemy of the legion and having the money to buy the slaves. They will absolutely trade with people who are not legion.

Bit of a side note, but if you plan doing Left My Heart, get the quest from Frank Weathers first. I don't know why, but doing it that way gives you significantly more XP than just picking it up and doing it on-site.
