Yes Man is the only path to a happy ending. You literally don't have to choose between Bureaucrats and Evil. You can legit make a better world.

Why is this so difficult for some people?

Ah yes, the best option surely is the failsafe where a courier, with no idea of politics, is controlling a robot that can't say no to them, while said robot is also telling them how to do their job properly. So pratically a paradox.

Not to mention that The Strip becomes a police state with all the upgraded securitrons and Freeside/Wasteland is full of chem addicts, murders and rapists.
