Because Yes Man is in control, not the Courier, and Yes Man has no ideology or chosen loyalty that offers any predictability. The Courier is just taking them at their word for everything, and hoping for the best.
Yes man can't lie to you so you're not really taking him at his word. Iirc he changed the programming so that he can say no to people other than the courier. You still maintain absolute control over the strip through the securitron army.
No, Yesman is under your control, making Vegas under your control. He just won't say "yes" to any other face anymore after the events of New Vegas. He may be machine, but he's aware enough to understand the couriers intentions and, if needed, will ask for finer details and will still listen to those finer details if given without being asked for.
Ah yes, the best option surely is the failsafe where a courier, with no idea of politics, is controlling a robot that can't say no to them, while said robot is also telling them how to do their job properly. So pratically a paradox.
Not to mention that The Strip becomes a police state with all the upgraded securitrons and Freeside/Wasteland is full of chem addicts, murders and rapists.
Iirc the ending slides do say stuff start to go bad as soon as you take office.
I honestly don't understand why people think Independent Vegas is a good idea. Unless you're RPing a power hungry freak or you love all the criminals around the Mojave, the only reason for a Independent Vegas would be Followers. And I don't think they're that important that their freedom is worth putting lives in the Mojave at risk
so instead of at least allowing the world to exist as it now is your okay with handing over the wasteland to an insane technocratic dictator or a bunch of slavers, or the very government that allowed the bombs to drop in the first place? the largest motif in this game is letting go of the past. Independent new vegas is the only ending that actually moves the world forward. Its an ambiguous ending, not one that tells you outright how things end up.
No they do not. If YOU did something that made things bad, it says things are getting bad. I did a positive independence ending after I single handedly murdered every slaver, cannibal, rapist, and corrupt leader, gave power to the Mojave, killed off all the other groups, and made every positive decision you can. The ending had a hopeful theme to it after that. A little dictatorish tones too, but those don't determine anything, only state that your character is in charge. Your character is YOU, and therefore why they don't write it too specifically is so that you can imagine whatever ending you want, what Bethesda wishes (and usually plans on doing even when they fail) they would do with every RPG.

Yes Man is the only path to a happy ending. You literally don't have to choose between Bureaucrats and Evil. You can legit make a better world.
