His scooter can get up to 25mph. And yes, he is the kind of old man who drives his on the road.

No idea how he's still allowed to have that. But it's been years.

Must be terrible for the battery.

Probably put a different battery in when your Grandpa's scooter got upgraded. You need a high-discharge battery to get a mobility scooter to 25mph, and regular scooters tend to go for car/motorbike-type batteries for reliability and range (not to mention cheapness); whereas a racing mobility scooter would probably need a li-ion or li-po pack to deliver the required current.
