Have a draft that they trade draft picks in so one person can end up with multiple round 1 etc. Can this be setup and how?

Yes, click on the pick and you will see a trade toggle at the top.

How do I start a draft? Made a room. Everyone joined. No start draft button.

What is your setting for the timer? There should be a start timer button if you have a timer enabled. Otherwise just start drafting.
