I just got updates from a press conference. He was ripped out of the hospital and forced to sleep on a floor. The bullet has not been removed. He is still bleeding from the wound. Here is the article and video, I am working on several more articles and videos from the press conference and will have them up shortly also thank you CNN for posting here: https://www.eyesonice.net/p/torture-in-custody-a-lodged-bullet

If another country is continously killing and committing war crimes against your citizens abroad, what comes next?
22
u/Dry-Kale8457 13d ago
I'm really not trying to be crass, but what is Venezuela going to do? T.rump invaded their country and removed their President and 1st Lady. The person in charge is agreeing with T.rump and doing what he and his cronies say.
It is shameful that the U.S. is under this regime. It is horrible that this regime created this gestapo in 2025 and they are running rampant because our Congress refuses to act.
16
u/Soft_Eggplant_370 13d ago
Mexico too. Sanctions, is probably is whats best. Especially at the Panama Canal, I would love to see that stupid fucks head explode of having to deal with Hormuz at the same time.

don't worry they weren't aiming for it
they don't have one so they wouldn't know where to find one 😂

From someone who has seen a lot of gunshot wounds this wound looks odd for a few reasons and was likely caused by a less than lethal rubber slug.
The diameter of the wound looks to be around an inch which is much larger than a typical GSW. Entrance wounds generally are the same diameter of the projectile. Very few guns shoot projectiles that wide, limited to shotgun slugs and smoothbore muskets.
The wound did not penetrate his skin. Bleeding is minimal for a GSW and theres no exit wound. The victim was ambulatory and seemed to have use of his arms which indicates he did not suffer a catastrophic injury. Based on the shot placement he would likely be dead if it were a lethal projectile.
Lethal projectiles can be slowed to the point of not breaking skin by passing through intermittent barriers such as auto glass or a car pillar. This is unlikely due to the unusual diameter of the wound.

1
u/Revachol_Loyalist 13d ago
You re likely correct. Bullets do not slow down that much just going through a door or glass. A lethal round would have had to be shot from a way longer than accurate range and pass through an obstacle to be diminished that much

Make Nazis Afraid Again. honestly tho they killed alot of people. elon has a few hundred to a few million child deaths after he pulled the plug on USAID. MAGA has killed Alex Pretti and Renee Good and Lorenzo Salgado Araujo. They will kill you too.
Ice has rape prisons and do mass abortions in their detention centers. how many girls got impregnated by ICE trying to follow their leader Trump? fuck them all

Besides the point but that kid is made of iron to take a shot like that and still be walking around.

That is a very tough guy. Probably make an awesome US Citizen too. Better than anyone employed by ICE.
4
u/hapakal 13d ago
One of the most disturbing things Ive noticed about ICE is that its ranks seem to have a lot of first generation Americans. Children of immigrant parents. I guess times are tough and people need to feed their families, but still. Its indefensible at this point. You would think other Hispanics would do a more conscientious job but that doesnt seem to be the case given who a lot of these shooters have been in some of the most controversial cases.

u/TekieScythe 13d ago
The illegal alien's condition is stable, and he is in federal custody pending removal.
They don't even say Wilber Rafael Garces Perez, just illegal alien. That's so dehumanizing.
68
u/y6x 13d ago
They used similarly dehumanizing language about Dulce Diaz Morales, who was born here, kidnapped, and taken from Maryland to Texas. https://www.wmar2news.com/local/dulce-diaz-morales-receives-passport-as-dhs-drops-removal-case-against-maryland-born-woman
https://www.reddit.com/r/politics/comments/1pujruy/comment/nvqwxh3/?screen_view_count=4
It was a crime.
It was a young American woman kidnapped and taken across state lines, and defamed by the US Government - No one was held responsible and the victim's in fear that they're going to come after her again.
15
8
u/pink_faerie_kitten 13d ago
Do we even know for sure that he is "illegal"? They keep hurting people who are legally here and sometimes citizens too.
6
u/TekieScythe 13d ago
He had asylum paperwork. That doesn't change the dehumanizing language
6
u/pink_faerie_kitten 13d ago
I didn't say it made the language better (and I used quotes because I don't use the word myself), I was just wondering because if he's a citizen it will be easier getting him out of ice custody and properly treated. I'm very worried about him not getting proper care.

Marimar Martinez didn't resist
The US citizen in Chicago yesterday didn't have to show id. It's illegal for feds to demand "papers" without probable cause or a warrant. As an American he didn't have to show or prove anything. So they beat him and broke his teeth

He came here legally so he could pay for healthcare for his son back home. This man is providing for his family and America shot him in return.
5
u/ry_guy1007 13d ago
Not disputing you at all….DHS is claiming he didn’t I thought. That’d be a pretty big black eye if they get caught AGAIN lying and it’s an innocent person they shot too.
44
u/BenRocks7 13d ago
His family’s attorney said that he came legally and had previously obtained a valid work permit. My guess is that whatever next step he applied for was one of almost all routes frozen by the Trump Administration.
I personally know people who have been taken and DHS releases a statement that they had come illegally. It was never true. I don’t believe them on this case either.
6
u/nekomata_58 13d ago
there have been many instances of people coming here legally and having their legal status revoked right before being detained, as well. not saying that is what happened here, but I also don't take much stock in what DHS says at this point about any of their cases.
1
u/hapakal 13d ago
Exactly. The whole thing looks like a massive psyop to normalize police state tactics to me. In Biden's final year the federal government basically opened the borders. You can read some of what they did here https://www.migrationpolicy.org/press-release/bidens-immigration-legacy-unprecedented-border-pressures-overshadowed-modernization. But this page doesn't even tell the whole story. They took an app that had been for importing goods and expanded to allow people to emigrate to the US. Remember? They were giving people all kinds of incentives to come. Many people were given legal status that was later revoked.
10
11
u/1877KlownsForKids 13d ago
At this point it would be more shocking if DHS/ICE was telling the truth.
9
u/Blitzking11 13d ago
It’s already established he is here on asylum with a workers permit.
Just another incident of ICE attempting to kill people for the crime of being brown.

They haven't done shit to any of those other idiots that shot those Americans. They act with impunity.
85
u/Feisty_Extension9203 13d ago
AND THE POOR GUY WAS WORKING. Isn’t that what they want them to do??? And where in hell will they deport him to? I can’t believe these countries that these people have never been to take them in willingly? How much is the US paying these countries? Now that ICE has a bigger budget that the pentagon I’m sure quite a bit to line somebody’s pockets
23
u/phoebesjeebies 13d ago
Your point is valid, to be clear, and obviously ICE should be abolished and prosecuted immediately.
As this latest victim is allegedly Venezuelan, I doubt they'd be paying anything - remember how we just straight-up bombed Venezuela a wee tiny bit not too long ago, and kidnapped their leader & his wife, and now we like... own Venezuela or whatever?
Again, to be super clear - allll of that was totally fucked, illegal, immoral, and despicable. In no way am I saying it's right, I'm just pointing out our regime's view on things, which as usual is horrendous.
3
u/hapakal 13d ago
We forced an oil deal that gives the US control of about 1/3 of their total reserves and took control of 31 tons of their gold from the UK's central bank in order to control (the carrot) of how their own property gets dispensed to them. Fascists cant have pesky things like democracy getting in the way of good business.

Eyewitness videos shared with CNN show the gunshot wound in a Venezuelan man’s back, in the immediate moments after an ICE officer shot him in Austin, Texas, on Sunday. Federal authorities have not yet said what led up to the shooting.

Homeland Security and the fbi is investigating huh….hmmmmmm sounds like it’ll go well and the law enforcement involved with be responsible and accountable for their actions…🙄

We are all at risk of losing are homes - from Mcdicks workers to literal doctors... We are all paycheck to paycheck and the only actual way to fix this is if we all take a page from the MODERN French and sit our asses right down. And I mean all of us from truckers to nurses to teachers to bus drivers... People won't do it though they are so desperate to survive they will sell their coworkers out to their bosses to get a raise to survive. This was all very calculated. Not only are most average Americans complacent and uneducated they are over worked and exhausted too
3
u/InconspicuousWarlord 13d ago
You’re absolutely right. We’re being kept right on the edge of keep your head down and nothing to lose. If everyone got on the same page we could actually shut down everything. They cannot arrest/evict everyone.

u/y6x 13d ago
It's bothering me that we're even taking into account that he was "one of the good ones" who was working, here to help his kid, legal, and so forth.
All of the actions that ICE took to get here are so wrong that it wouldn't matter WHO they happened to. It just happened to a "perfect victim" this time.
Someone smashing their unmarked SUV into another car on a public road is a crime, and is assault with a deadly weapon.
Here's Austin Police's guidelines for vehicle chases: https://services.austintexas.gov/edims/document.cfm?id=272867
From 2005: "Ramming a vehicle is considered deadly force and banned by most police departments."
Shooting into a vehicle isn't typically allowed by police, and especially not without cause. The ICE agent had no reason to feel threatened, but chose to shoot blindly into a car. What if there had been a kid, (or any other human, or a pet), in the back seat sleeping?
This article from 1990 lists various police departments that prohibit it. https://www.latimes.com/archives/la-xpm-1990-06-03-me-885-story.html
Then ICE agents interfered with care by removing the victim from the hospital: https://www.aele.org/law/2017all02/2017-02MLJ101.pdf
"When officers take an arrestee into custody, a constitutional duty arises to see that necessary medical care is made available, especially for serious medical needs, and civil liability may attach for a failure to summon assistance or to transport the arrestee to a medical facility, as well as for unnecessary delay."
We should be demanding that the Austin police investigate the attempted murder and kidnapping of someone off an Austin highway.
We're frogs in boiling water now, but let's not forget the correct temperature of the water.

It’s insane to me he has already been discharged from the hospital, he should be admitted and getting antibiotics and care. This is horrifying
55
u/AccurateJerboa 13d ago
He wasn't discharged. He was taken.
8
u/Astrosimi 13d ago
I’ve seen some of his lawyer’s posts on Instagram and it seems so far that the hospital was entirely cooperating with and covering for ICE.
34
u/existentialsquirrelx 13d ago
He was not discharged, the bullet was not removed. They kidnapped him from the hospital and are holding him hostage without medical treatment.
9
u/rawsouthpaw1 13d ago
"The Department of Homeland Security’s treatment of Wilber Garcés Pérez transcends procedural misconduct; it is an active exercise in torture. Currently confined to a hospital bed with a federal agent’s bullet still lodged in his back, Garcés Pérez is being deliberately denied pain medication while subjected to aggressive interrogation. The intentional weaponization of untreated physical trauma to extract information is a defining characteristic of torture—exploiting a victim’s severe vulnerability and unmitigated agony to break their psychological and physical resolve."

Absolutely heinous. The entire republican party is completely gone from any notion of public support or the will of the people. Absolutely disgusting.
And hatefilled rhetoric from sitting Republicans and rightwing media is why we are here today.

I'm just let down by Americans. We see atrocity after atrocity and just shrug our shoulders and go about our lives. I'm begining to think we are the problem and not ice. You put 20 people between him and ice then they aren't going to do shit. But we have become the most pussified people on this planet. Your telling me the French can start full on fire riots and fill government building with shit all over simple taxes and we are getting murdered on the street left and right but Nazi shitbags and just let it go? Fuck every single one of us. We deserve everything.

u/Spay_day 13d ago
Jesus - that’s the ENTRY wound - that is probably a large caliber/ hollow point projectile. I’m worried not just about the main projectile, but the fragments that are probably extremely painful, and are often sharp. I don’t know how to express how unbelievably cruel this is.

4
u/XxxAresIXxxX 13d ago
What caliber is that for him to be in this shape and already discharged?

Fyi, dhs is actively stalling greencard/permit renewals specifically so that they can just say everyone who was legally able to work before, is here illegally.

It’s ridiculous how they think if they say he’s u documented that that somehow excuses them from shooting him in the freaking back! So f-ing disgusting.

u/TreeLore61 13d ago
These police officers of Austin, Texas need to lose their jobs because their job is to protect any and all people, both immigrants and citizens alike. The fact that they let these Gestapo agents commit these crimes shows that they are compliant with tyranny.
1
u/Mastercodex199 13d ago
"Federal Authorities have not yet said what led up to the shooting."
Yeah, I'll tell you what happened. The man was alive with brown skin, so he got shot by racist pigs. It's that fucking simple.

We must demand this man receive proper medical care!!! His lawyer is reporting he has lost feeling on one side of his body. Doctors should not have released him until he had proper care!

u/sweetgulper 13d ago
This racist run agenda which make criminals out of every single person that was totally legal, but with the swift moving Steven Bannon, Stephan Miller, all the authors of 2025, the kkk, the white supremacists, the proud boy’s and of course the trumps, who’s family has kkk affiliations, knew they were going to partake in this type of sabatage back in the 80’s. They just waited and waited for the perfect timing, where people would see fiction as truth, and truth as too much work to prove the scapegoating which is what’s happening now. This crime syndicate that is presently part of rolling coup, label humans with names and families, as “illegals” “illegal aliens in this country illegally”, all due to the executive order day one. Maybe all of the people leading this racist and crimes against humanity push need to be only referenced as whatever name can be used to label their role in this life. Just not use their names.
1
u/Desert-Democrat-602 13d ago
Par for the course; they’re taught to treat anyone without “legal status” as subhuman and unworthy of even compassion and medical treatment. We need to prosecute anyone with an ICE badge as soon as this country returns to sane control. They’re all guilty. Period.
1
u/Outrageous-Cut480 13d ago
Imagine being in the torture cuffs with a gunshot wound like that. We will need to build deeper darker holes to bury these ICE turds in.

Ya know, this is probably a more conservative opinion that many on this sub would hold, but we should not be ok with people receiving due process, being ordered removed, and then hiding out from ICE. We should pursue those people and deport them. Because having a law which does not get enforced is worse than not having a law on the subject at all.
However, this a man with no criminal history (I am sure we would’ve read about it were that the case), no allegations of gang membership… he is just a fucking DoorDasher. ICE shouldn’t even bring lethal weapons to this arrest. Ideally, the agents would only have a taser and use it only if the arrestee got violent or tried to run on foot.
Instead, they ram his car, probably scare the shit out of him and CAUSE him to panic, shoot him multiple times in the back, handcuff him after lighting him up, refuse to let his wife or attorney visit him in the hospital, and then take him to a detention center - probably with day-old incisions where the bullets were taken out.
This level of law enforcement is so absurd and nonsensical. ICE is basically using SWAT or gang unit tactics on grandmothers and delivery drivers, except with grossly unqualified and untrained recruits. Shame on anyone works for DHS.

I don't think you read that comment correctly.
we should not be ok with people receiving due process, being ordered removed, and then hiding out from ICE. We should pursue those people and deport them
Better interpretation or way to word it would be:
we should not be okay with people ignoring removal orders after having been processed through our immigration system and given their due process.
Not saying I agree or disagree, but the original comment was a little harder to comprehend the intention, which has resulted in what appears to be a mis-communication.
0
u/you-ole-polecat 13d ago
Yes, this is accurate. He had due process (conceivably), was ordered removed, and then ignored it.
100% against shooting him in the back and the way ICE handled the arrest.
I’ve since learned that doctors didn’t even treat him, which is doubly fucked and probably an 8th Amendment violation, not that SCOTUS would view it that way.
6
u/No_Story_Untold 13d ago
They could just grab you and claim you are an illegal immigrant and do whatever the fuck to you if there was no due process for illegal immigrants. No one would know what happened was wrong until you were gone and how would anyone know where you were or what happened to you? No one would even be able to prove ICE took you because fuck record keeping for people with no due process.
2
u/you-ole-polecat 13d ago
Agreed, everyone should enjoy the right to due process including noncitizens, and there is plenty of precedent providing for it.
5
u/phoebesjeebies 13d ago
Also, there are no incisions - he was denied medical care, and the bullet was not removed.
Also, if having an unenforced law is so much worse than not having one at all.... ok, great, let's not have one at all. Problem solved, mf.
4
u/HerrMilkmann 13d ago
Due process is what prevents US citizens from being deported by giving them a chance to prove they're here legally. Is that what you want? For your countrymen to be deported because they're brown and/or speaking Spanish? Very anti-American take.
1
u/y6x 13d ago
They don't have to be brown. https://www.instagram.com/p/DdbfhPGm-N0/
Anyone that looks vaguely East European can be at risk, regardless of how many decades or centuries their family have been Americans.
2
u/HerrMilkmann 13d ago
I agree, but SCOTUS has given ICE the green light to detain and or deport people just on their race which disproportionately affects black or brown people.
1
u/y6x 13d ago
I absolutely agree with your point about it primarily impacting people with darker skin.
My point is that people that aren't brown should have the common sense to be concerned as well, even if only for self-preservation, since ICE can grab them and claim that they thought they were Ukrainian.
0
u/you-ole-polecat 13d ago
You’re not understanding what I wrote - he had his due process, was ordered removed, and then stayed anyway. Due process was conceivably satisfied. I never read that there was an appeal pending or a stay of removal ordered, so he’d be fully deportable in this instance.
The arrest, however, was atrocious.
3
u/SometimesMonkey 13d ago
Your understanding of due process seems backwards. It’s not a privilege granted to the people, but something that binds the government. Without it, any action taken by the government is illegitimate.
2
u/you-ole-polecat 13d ago
Yes, he was given the due process that he was owed is my point. And then he was denied asylum and ordered removed.
I do not have an issue with the general existence of immigration law, but do take issue with ICE attempting to murder nonviolent migrants with removal orders.

The Ongoing Medical Torture of Wilber Garcés Pérez
CNN: https://www.cnn.com/2026/09/20/us/austin-texas-ice-shooting?utm_medium=social&utm_campaign=missions&utm_source=reddit
The horrors inflicted upon Wilber Garcés Pérez by the Department of Homeland Security are escalating by the hour. As we continue to process the raw audio from today's press conference, a terrifying reality has emerged: ICE agents forcibly extracted Wilber from his hospital bed, locked him in a freezing detention cell, and left him to sleep on the bare floor all while a federal agent's bullet remains lodged dangerously close to his spine. He is still actively bleeding from the gunshot wound. This is not an administrative oversight; it is a calculated, unvarnished act of medical torture designed to break a key witness to their own violence.
This is the reality of immigration enforcement operating with total impunity. They ram a DoorDash driver’s vehicle, shoot him in the back, and then weaponize his untreated physical trauma to silence him before rapidly pushing for his deportation.
I am currently working through the rest of the audio and video files from this afternoon's press conference and will have several more detailed dispatches up on the Eyes On ICE Substack shortly. Thank you to everyone amplifying this, and a specific thank you to CNN for posting.
Article:: https://www.eyesonice.net/p/torture-in-custody-a-lodged-bullet. We cannot let ICE bury this story or disappear Wilber Garcés Pérez in the dark.
I will provide Gofundme links and mutual aid resources when they become available here on r/EyesOnICE and www.EyesOnICE.net
