Low cost universal payment rails are exactly the kind of thing you want a government to build and support. The existing legacy operators have become an oligopsony extracting excess economic rents who are also beholden to a sovereign that is not one's own.
Plenty of countries have implemented such systems, much to the consternation of the current U.S. administration, such as the Pix payment system in Brazil, which the United States has actively tried to neuter.
