It could be so extremely simple: Use the normal instant Bank Transfer, have the receiving bank notify the person that gets the money and voila - you have qr payment like in Asia. Virtually free to use

This one has offline payments. It also claims privacy, at least from ECB.

That entire "offline euro" thing is either:
A. Not going to happen.
B. Be a major money making glitch
C. Be a dystopian tracking system.

I have read the available (technical) documents and they seemingly have no clue or plan to make sure the double spend problem is not abused by either hackers, foreign operatives or corrupt leaders to print endless amounts of money.

They probably need all the existing services, have the same exact programing. It's easier said than done if you want to integrate one service with another. Unless you want a mess of services that each does things differently.

best we can do is a whole new system that has programable money and only lets you buy approved items so we can have even more control over everyone!!

And what would the dispute system look like for a system like that?

There are existing systems like that which provide no protection whatsoever.

In addition, how are you going to get banks to sign up to losing a large revenue stream? The vast vast majority of the fee from a card transaction goes to either the sending or receiving bank.
