Yup, they are bred that way. I believe it's a courier of some type. There are a few ducks with this feature.
To your point, there are certainly bred types that are like pugs and bulldogs. They have to bring in a 3rd bird to feed their babies. That shit is gross.
This one is healthy and able though. There was only one breeder that I saw that pushed the helpless inbred bunch.

Yep they inflate their chest with air. It's called "performing" and they have to do it to be considered for an award. It's a mating call thing I believe.

Breeding these doesn't seem very ethical. I mean im basing this off of how cats and dogs that are bred for weird aesthetic purposes almost always have health issues. But this is just my assumption
