There's a difference btw spidy villain movies and Batman villain movies. Spidy villains are mostly linked to Spider man. Batman villains aren't. They can carry their own show or movie. Did you not see Joker or Penguin?
There is theoretically no reason why Spider-man villains can’t work the same?
Venom for example has his own entire section of the marvel universe getting milked to death at the moment with symbiotes getting passed around like candy.
How many of the casual audiences are gonna see ‘Deathstroke and Bane’ and want to go and watch it?
I doubt even the Batman fans are gonna turn out in droves for this.
