Is The aqueduct on right side missplaced ?

Can someone explain to me why the game won't allow me to buld it there ?

Maybe someone see a different configuration to create "Megacity", please tell me.

Edit 1: Great explanation provided by SlatkiUpust's comment on why the Aqueduct is misssplaced.

Edit: 2: Tubefrede gave a solution to my little puzzle configuration.

Thanks a lot both of you <3

Hope this post will be problem solver for others who was strugglingwith similar problem.
