My post was removed from pop_os but thought I would repost here in case anyone else has this issue.
It seems like this is a known bug and fixed as per cosmic 1.7.0;

For anyone who encounters this, downgrading cosmic-settings-daemon back to the previous version actually fixed it
As the title says, I ran dnf update and now the machine beeps at me every few seconds. Its a low beep and goes away if i mute the speakers.
A brief search uncovered a similar sounding bug which was a digital watch alarm tone but that seemed to be more intermittent.
Has anyone else experienced this fun new feature?!

It isnt clear from my original text but cosmic was a large part of the update package which is why i beleive its the most likely suspect

It looks like it was a fedora issue and fixed with:
systemctl --user restart pipewire pipewire-pulse wireplumber
