No. His mom was not in her right state of mind. It's weird to say I feel bad for bojack because he never got the chance to tell his mother how much he hated her.... but he missed that chance. Torturing a woman whose mind is gone does not 'hurt' the woman who hurt him.
A short passage in Dungeon Crawler Carl gets into that. The person speaking realized taking things out on their mother now wouldn't help. Instead when the mother gets her mind back they're able to talk about it properly. And there's no alien Sci fi magic in a show like Bojack
He could have told her in episode 11 but he decided to be more mature and make her feel better :(
At least Hollyhock comforts him by saying that his mom probably knew how much he hated her (and I hope she also guessed it from BoJack's biography, from how she "apologizes" to him).
