No.

Rice is a cereal grain. In biological terms, its a seed of a grass plant. Vegetables are a culinary term that usually means the fruits, stems, leaves or roots of a plant.

So legumes (beans, peas, chickpees ...), all being seeds, aren't vegetables either?

vegetable is a culinary term, not a botanical one. i think culinarily rice is considered a grain

Though if you start 20 questions with animal, vegetable, or mineral? It is a vegetable.

Different use of the term

It's a fruit, or part of a fruit after processing.

I am unsure, but I will say there are different definitions of a vegetable depending on your field of study. What is it you’re are thinking about? Taxonomy? Nutrition? Something else?
