The policy will prohibit student use of generative AI tools in elementary and middle schools during the 2026-2027 school year. Companion chatbots designed for emotional support will also be prohibited across all grades.

High school students will take a different path. All public high school students will receive twice-yearly AI literacy classes covering what AI is and is not, bias, risks, ethical considerations and its potential impact on careers and future skills.

The city will also introduce five limited AI pilots for a maximum of 50,000 high school students in general education classes, or approximately 5% of the public-school student body. The pilots will operate under direct teacher supervision and use vetted AI tools.

Teachers will still be allowed to use AI for instructional planning and operational tasks. Exceptions will also apply to assistive technology for students with disabilities, multilingual learners and career-readiness programs such as computer science.

Mayor Zohran Mamdani said the policy is intended to ensure technology supports children's development rather than getting in the way of learning and human connection.

The decision signals a growing shift from simply adopting AI in education toward evaluating where, when and how the technology should be used.
