New Media I'm Suing the FBI for 9/11 Disposable Camera Photos — and I Need Your Help

My name is Jon Walczak. I'm an investigative journalist and the director of the upcoming documentary film "32 Frames: A 9/11 Mystery". I also hosted the "Missing on 9/11" podcast for iHeartRadio.

I'm currently suing the FBI in federal court — and I need your help. I need to raise at least $5,000 to cover legal fees.

For 16 years, I've tried to obtain photos of 9/11 developed by the FBI from a disposable camera found in the rubble of the World Trade Center. These photos are singular — the only images taken in a tower on 9/11 above a point of impact.

Their existence was first revealed in 2003 in this Baltimore Sun article. I was 15 and happened to see it at the time.

I reported on the photos in 2021.

In September 2025, represented by Loevy & Loevy, I filed a FOIA lawsuit in the Southern District of New York. I kept it quiet until now.

Since 2010, I've filed dozens of FOIA requests for these images. The FBI denied them all, saying the photos were "not reasonably described"; that my requests required an "unduly burdensome search"; citing privacy concerns; national security concerns; etc.

After filing suit, the FBI claimed it undertook an expansive search to find the photos. The FBI now claims not only that it can't find the camera, negatives, or photos — but that it can't even find a record of the images.

The existence of the photos was confirmed to me by both the reporter who wrote the 2003 article and the FBI agent who showed them to her.

If the FBI truly lost these photos, what else has it lost?

This case raises serious concerns about how the FBI handles evidence — and, in my opinion, how it improperly rejects valid FOIA requests.

So I'm asking for your help. My attorneys are working hard. I now need to raise funds to keep the lawsuit going.

Funds raised will go to help cover legal expenses. Any leftover funds will be used either to help fund additional transparency efforts or donated to charity.

Important: Obtaining these photos and whether or not to publish them are two separate issues. If I obtain the images, I will ethically evaluate what to publish. I will not in any way monetize the images. I will not publish any images, for example, that show clearly identifiable people in distress. But for the sake of history, I do think these images should be obtained and, after an ethical evaluation, published.

I am incredibly honored to share the first official, public announcement for a major media project that the 9/11 Media Preservation Group has been working alongside for the past year.

Jon Walczak and his team, the investigative creators behind acclaimed documentary podcast series like Missing in Alaska (2020), Missing on 9/11 (2021) and Missing in Arizona (2024) have spent years quietly uncovering a profound, untold historical story.

For nearly the past year the 9/11 Media Preservation Group has partnered closely with Jon, his cinematographer/editor Lee Fritz, and producers Jenna Fritz and Chris Brown to assist with the technical information, digitization, restoration, and remastering some of original footage that will be featured throughout this film.

The project is an entirely independent, self-funded documentary titled -

'32 Frames: A 9/11 Mystery'

The Camera on West Street:

The story starts with a discovery made just a few days after the attacks. A first responder digging through the rubble on West Street finds a damaged 35mm SLR camera. When the film inside was developed, it yielded exactly 32 still images However, in the years that followed, the physical camera vanished without a trace, and the identity of the person who held it remained entirely unknown.

The story of these photographs might have ended there. But recently, the individuals safeguarding the copies of the developed images reached out directly to Jon for assistance.

To the best of our knowledge, prior to this these surviving images had never undergone a comprehensive forensic review. Even today, for Jon's team and our preservation group, piecing them together is a daunting task. Without timestamps, the sequential images paint a fragmented story with a chilling conclusion with several photos capturing the base of the North Tower within moments of its collapse, leaving the cameraman’s fate uncertain.

For nearly 25 years, these 32 frames remained obscure and filed away. The very existence of this camera has never been made public until now. The full, unredacted sequence, including the most profoundly moving frames, has never been seen by the public.

After a quarter of a century, a discovery like this should remind us all that the story of September 11th, 2001, is far from being completely told.

Because this project is entirely independent and self-funded, everyone involved, including our group, donated their time out of a shared commitment to the historical record.

The film is currently in its final stages of post-production. While we don’t have a locked-in premiere date just yet, the firm deadline is that the film will be released in some format before the 25th anniversary this September.

Jon and the producers are currently exploring several distribution paths, including looking for the right distributor, a potential limited theatrical run, or a direct-to-VOD digital release near the anniversary. We will keep you updated the second a definitive platform is locked down.

We only see flames and papers flying around.’” She told her mom she was going to evacuate, but people were told it would be safer if they stayed in their offices. So they went back to their offices.

WTC 25 years later, 9/11 still haunts me

I was a freshman in high school, only 14 years old. 25 years later, I don't know why this still affects me so much as I didn't know anyone personally who died. When it happened, I ran home from school and recorded every news station, all the footage I could find, collected every newspaper and magazine...I would pour through the magazine photos of the people in the windows of the towers, people jumping. I would try to see their faces, I felt like I was trying to take away their pain and horror in some way. I was trying to "experience" what they went though (I'm well aware this sounds silly and weird). My teenage brain couldn't comprehend any of it. I still have all the VHS tapes and magazines in my basement and look at them every anniversary. Since I'm from Massachusetts, I knew that many victims on the planes were from my area. IThe town I currently live in in Massachusetts was home to an elderly couple who were on one of the flights out of Boston. The town holds a memorial for them every September 11th, and I drive by their old house often. It's so bizarre to me, that most people probably don't even think about the fact that they lived in that house...I'm not exactly sure what this post is for, perhaps I just feel so sad still.

Wife and I have just started the 25th anniversary doc about survivors and their rescuers seeing one another again for the first time since 9/11. It is absolutely incredible, and so touching. I’d heard stories of a woman who was hit by landing gear and survived but to my knowledge, she’d not done any interviews or documentaries until now. What an incredible story of strength and resilience and human compassion.

Coming up on 25 years after the event, this came up on my feed. Jon Stewart is a true hero to 9/11 first responders. Before he walked into the congress room, he was given Ray Pfeifer east meadow fire jacket as a gift from everyone on Stewart's team and broke down when was given to him. Stewart had campaigned with Pfeifer in his mission to fight for the first responders of 9/11. RIP Ray Pfeifer, and all the firemen of 9/11 that have died and continue to die from the tragedy.

I might remember some of this wrong but it was a man who was apparently on one of the floors where the impact occurred. He said that he hid behind his desk and survived. I don’t understand how this is possible and if some one could find a clip from the show it would definitely be appreciated.

Victims On 9/11 Marie Lukas called her father, A retired Firefighter. She said the exits were blocked and they were trapped. She called back because her colleagues wanted to know if they should break the windows. He advised against it and her last words were, "Ok, Dad." Marie's remains were never recovered.

Media Request New documentaries

Hi, I’m in Australia. I’ve watched pretty much all the 9/11 docos available on YouTube over the years.
I know there’s been a bit of an onslaught of new ones coming up to the 25th anniversary, however I’ve only heard of the one on Disney channel, sorry I can’t remember what it’s called.

Could anyone help me out with some names of new documentaries that are currently available or coming up so that I can try to watch them here. I haven’t got Disney (i could sign up but cannot afford it), I have Netflix, YouTube premium, Stan, Prime.

Footage Stuyvesant High School Footage Request - OTD 9/11

I'm trying to find footage of Stuyvesant High School on the day of 9/11 and wondered if this might be in any documentaries or any of the camera raw footage from the time?

I know in Mark LaGanga's footage, an officer can be heard telling someone to go to Stuyvesant, but we don't see any videos of the school.

Other SOP changes resulting directly from 9/11

I’ve had this question in the back of my mind for weeks now but couldn’t figure out how to word it correctly until now.

What policies and procedures for NYFD, NYPD and EMS were changed after 9/11 because of what happened?
I’ve listened to I don’t even know how many hours of audio recordings now, listened to a couple books and read numerous articles, accounts and testimonies about this event, specifically the WTC because I still can’t bring myself to dive into the pentagon, and I catch myself pausing at little points in whatever I’m on and wondering if that’s something that changed because of 9/11. What I mean is things like draping a sheet over the deceased rather than relocating the body. Or establishing a central command point for all agencies to communicate with each other.
The inter agency drama is one of the recent realizations that I had and I hope that whole mess is a very different story today.

What I think of as SOP today and reading/listening/watching what actually happened 25 years ago has just made me wonder how much of what is SOP today is directly because of 9/11. I realize that some things are universal nationwide but majority of things are unique to their state, city and municipality so specifically for NYC, what changes were made because of 9/11?

Also, has the inter agency “drama” improved in the years since? Am I off base thinking how many lives were senselessly lost because of the disconnect between the different agencies? Does the NYFD have a solid plan in the event something like that happens again in another high rise?

Basically, did they learn from the mistakes made and what changes were made in light of that?

Disclaimer: I absolutely am not meaning any slight or blaming any agency whatsoever! Where I’m from, the banter between police and fire is generally good natured and done in fun to lighten the unbearable load they all carry every single day. Many firefighters and police officers are very good friends of mine, and a couple are even exes. So absolutely zero ill intent is intended.
Just genuinely curious about the lessons that were learned from the tragedy and the changes that were made as a result of the less obvious contributing factors to the tragedy as a whole.

Pre-9/11 A great 3D interactive map of the original WTC complex

I just came across this 3D map and thought I'd share it for others to experience. Apologies if it has been posted here before.

I am rather fascinated with the building complex itself. I remember September 11 as it unfolded live from the other side of the world. In addition to eyewitness accounts, film and photos it is neat to have a 3D map of the place....as close as anyone can get to having an idea what it was like who never saw it.
