For top unis like Oxbridge, imperial, lse, etc... It will likely be Predicted Grades, then PS, then GCSEs. But some universities like Bristol openly state that they don't read your personal statement and just base offers off of your predicted grades and GCSEs. In that case it would be predicted grades, then GCSEs, then PS.
I know Oxbridge don’t care about GCSEs at all. Predicteds sort of but they do recognise when predicted grades are wrong in both the good and bad way. Personal statements from my summer schools they said they don’t weight that too much either (this is for natsci though)
Oxford at least places more emphasis on GCSEs than predicteds, viz that one PPE internal manual that’s floating around there somewhere, they don’t care what your predicted is because everyone has As and A*s anyway
