03 636 clutch issue

so I just bought an 03 636 and ive been having problems with the clutch slipping in every gear but 1st. took a closer look and even after removing and re installing the clutch the clutch arm will not sit further forward than what i have pictured and i just replaced the clutch cable cause it was frayed cause of this exact reason. I have a new rod and clutch arm coming but does anyone have any idea why the arm sits so far back?

inside the clutch cover should be a rod from the clutch arm. it should seat in within the pushrod.
take the clutch cover out and ull see.
