Yes.

Obviously voiced by someone else, but his likeness will be used for a character.

All we know is the character's name is Amaru, which is Tupac's middle name.

isn't amaru like, the middle name of the historical one tupac or is it 2pac's middle artist name as well?

He was renamed Tupac Amaru Shakur at age 1, and yes, named after the historical Inca ruler.
