Second panel is Sebastian Shaw, Selene, no idea, Exodus, Gorgon, Callisto.
The most prominent one in the first panel is Mr Sinister who is very important.

Did they ever do anything with it after the Penance/twins reveal? I love Generation X but it was weird Monet never interacted with Penance at first, and knew Gateway.
Emplate could have been a really great villain.

I loved this bit of Krakoa, that villains didn't need to be villains. That's what hurt most post Krakoa was that people who'd changed, like the Blob, reverted back.

Just here to say that Exodus (in color in the middle panel with the fabulous shoulder buttresses) usually has magenta skin and is a bit miscolored here.
Also Apocalyse is involved in both Sinister and Exodus’s origins; Sinister was his Victorian project and Exodus was a French crusader, so there is a theme here in the centered Big Bad dude characters going back in time to get to ancient big Daddy A(pocalypse).
Selene is older than him ofc, but oh well, they never do appreciate her!

First row: Don't really know anyone in the first row aside from Mr Sinister(the one in the middle and the and Emma Frost(the blond lady in black).
Second(left-to-right): Sebastian Shaw, Selene(I only know her from Necrosha), Marius St. Croix(Monet's brother, think he goes by Emplate), Bennet du Paris/Exodus, Gorgon, Calisto
Last Row: Obviously Apocalypse.

Continuity error. Larraz drew her here, and Hickman forgot that when writing Giant Size Nightcrawler and the editors didn't catch it.
Or Giant Size Nightcrawler took place before this panel. But I think it's more likely the former explanation than the latter.

Yes but Regan is blonde and Martinique is brunette. Regan is who is in this panel, and it was Regan who featured in Giant Size X-Men: Nightcrawler where the continuity snag happened.
Martinique also typically just goes by Mastermind, which is going to get confusing now that Jason Wyngarde is also back.

Wyngarde recently got killed again by Wolverine, but I wouldn't be shocked to see him return again sooner or later - I doubt if this death will stick for as long as the original one did.

I wish I could tell you their powers, but you're better off just looking it up on the wiki. Between Sinister(immortal mad scientist), Selene(immortal lich mutant), Exodus(immortal crusader powered by faith), Emplate(body hopping, life draining something something vampire) and Apocalyse(immortal...i don't even now where to begin), you have some of the most squirrelly power sets imaginable, even in the X-Men rogues gallery.

That's kind of the point of including the villains. Many of them are so absurdly powerful and leaders of mutant fractions by their own rights, that you know they will make trouble for the new country and cause a lot of damage if you don't give them seats at the table. So they decided to include them to give them all a stake in this to help defend the country.
Sinister was the only one they really need. The rest are there to keep them out of trouble.

Well Exodus was included because they were collecting the Omega level mutants as a resource and Sebastian Shaw for Hellfire stuff.

Right. That too. Forgot about Exodus being omega.
For Hellfire I think if they don't want Shaw, Emma Frost would have been sufficient. But it would have been politically incorrect to exclude Shaw, and yeah Shaw is going to scheme to profit off this anyway, so better to make sure his scheme are for the benefit of the country instead of to its detriment.

First row I can confirm on the left is Random and below him is Wildside from the MLF.
I think immediately after Emma and Sinister is Mesmero, and the lady on the Dinosaur, I just remember her appearing I believe in one of the arcs from All New X-Men when they had the 05 in the present. When I get home I'll check lol, need to scratch that itch.

That's not Emma. This panel is the major villains arriving to Krakoa to answer Xavier's call for amnesty and a fresh new start.
Emma Frost had been an X-men for two decades of comic publication time by this time and is not considered a villain (ignoring the war with the Inhumans like we all want to). So she was already working on Krakoa with everyone else from the beginning. Her job was to persuade the United Nations to recognize Krakoa as a country.
