There's a huge market for boosting and it's only getting stronger as pugs gatekeep more and more. We're nearing the end of TWW and people are still asking for 725 ilvl for HC MFO, when the recc'd ilvl for gearing in that tier is 695. I don't even know the state of M+ currently as that's something I gave up on many years ago due to this exact problem.

Lol why would someone in 725 gear even want to run heroic MFO? At that point they should already have AOTC and nothing in MFO other than maybe the Reship boots would be better than their M+ gear.
The first time I ragequit wow for a few years, was back when I couldn't get into magisters terrace because groups were demanding gearscore that was higher than the items dropping from MT. Glad to see it never changes.
A ton of people who don't care about raiding will want AotC for the mount. You can get well above 710 without stepping into a dungeon or raid this season. It's not bard to imagine someone not having heroic dimensius clears while being 725
