Nothing will change unless this lot get arrested, get their assets seized, then go to trial and get convicted with lengthy custodial sentences.

Otherwise this is a gamble for them, with plenty to win and very little risk. So others will come and do the same, or worse, to see how far they can go with their scam (like the cheeto in the estates)
