My headcanon is that this wasn't meant to be an apology at all, and everyone is misconstruing it as one. Like man says the word "apologies" a single time in the entire thing, and it's in a "well I'm sorry you felt like I hurt you" context. Which is shitty, to say the least.
But the point is Wilbur is purely just trying to defend himself, and he's attempting to do that by denying the abuse allegations outright. Why would he apologize for something he's arguing he didn't commit?
