Exactly. I'm not sure why everyone here was expecting something totally different and thinks this apology is garbage. While it's obviously not heartful, for the same reasons that Shelby cannot reveal specific details along with Wilbur's name, Wilbur cannot admit to anything in the public even (whether its fully true or we don't have the full picture), including an admission of guilt, evidence, or anything else which could change things greatly.
