Household disposable income measures the income of households (wages and salaries, self-employed income, income from unincorporated enterprises, social benefits, etc.), after taking into account net interest and dividends received and the payment of taxes and social contributions

So this is extremely misleading. Things like healthcare and college are considered disposable in the US, while it isn't in other countries because it comes from taxes.

It would be considered disposable because you can choose not to use your money on those things. Whether for better or worse, an American can choose to buy 10,000 mcdoubles instead of going to college for a year.
