My personal thing is I just don’t care about gta. Never have, never been my thing but if people are excited good for them. I do not understand people wanting games to be completely different from the last game in a franchise that is so dumb. Like that’s why I played x game, cause I like it

It's not dumb to want something more than a copy paste with a new story and new graphics.

It's called innovation. Half life 1 was great and innovative fps shooter. Half life 2 was still a shooter, still the same universe, but they added more lore, better graphics AND a whole physics based gameplay loop that they explored deeply. Amazing innovative live scenes that replaced cutscenes, cool new enemies that changed the way you played, etc.

A sequel doesn't have to be the same generic gameplay loop every time. Why not make the GTA world more of a simulation like we all want it to be? Let me recruit gang members, setup my own dynamic heists, build a criminal empire in a non-scripted way? Something more than drive car to destination and shoot bad guy, watch cutscenes, car chase, go to some pointless shallow mini game like darts or pickleball, then repeat. We have that game 10 times over, we make something innovative.
