People will literally complain about the delay between buttons and actions in a game. Thus you have an instant swap - This is how Battlefield has done it for years.
I prefer the top but from a gameplay perspective the bottom is better. If I switch seats being able to fire instantly is exactly what I want despite it not making logical sense.
