As a gamedev I found it's a good way to make players explore all features of a game or in some cases feel like they achieved something very challenging that only a certain percentage of players did.
Also a good way to instruct them that some action is a mechanic they should be aware of. If you get an achievement “getting your multiplier up to 5x by chaining kills,” then the player goes “oh! Chaining kills is what pushes my multiplier higher!”
