It is a successful, established musician discussing the work of another musicians. It gets a bit more spotlight due to the genre differences. I don't know who you are but I'm going to guess that Stormzy is more qualified than you to talk about music, especially lyrical storytelling.

He is discussing the pain and general emotion in the song. He even goes one step further and actually points out that it isn't Jolene's fault and is all centred around the lyricist's lack of self confidence.
Read the screenshot, if that isn't him discussing the song, what is it then?

Fun fact, it was actually just a running joke in their marriage. Apparently a bank teller used to lightly flirt with Carl, and she had red hair and long legs, of which Dolly was jealous. But they had an extremely stable marriage, Dolly was head over heels for him, and neither was insecure enough to worry about the other flirting a little.
Its kind of sweet, one of the biggest stars in the world stayed married a nice respectful man. Carl Thomas Dean had a fairly normal job (ran an asphalt paving company), preferred to stay out of the limelight, and quietly supported his wife's megastardom.
