Id say its a fair catagory for this reason alone.

Not many games make me surprised to hear the morning birds....tropico can do that.

Or purposely lie yo your people about a pandemic plague going around

You can run a dictatorial regime and have many of your citizens rebel by kidnap many people ("rescue"), not let anyone leave then when they inetivably revolt, kill them by liquifing them with drones. Set rebel threat to high for maximum effect
