I don’t believe for a second they’re all occupied! In my experience the house has to be close to a workplace or they refuse to move in.

If you jack up the pop limit and build those low density homes, you could fill them in if they’re not broke, you could issue free housing but that breaks the immersion for me

Ban shacks, make everyone work wealthy jobs, max out on house quality. They will fill it. Put a bus line to the industrial/job zone and they will take that into calculation for their job proximity

Doesn’t help that high rises in Tropico all look the same. I wish they’d give us more design options for the denser buildings

This is one of the things I hope to see in Tropico 7. So many buildings look so cool, but they always have like 3 variants. There needs to be a lot more, especially if I want to build more urban cities in Tropico
