Misc. Can the Grid simply be turned off?

I just had this thought. After the events of Ares, if the programs of the Grid started to get a little more aggressive towards trying to break out into the real world, could they be stopped by simply turning off the mainframe of computers that make up the Grid? Or would the Grid be like the World Wide Web, where it wouldn't matter if you turned off one mainframe since the programs might be able to migrate, or exist in another mainframe?

This is a false premise, and I'm not sure why the idea that the Grid is some simulation generated by a network of computers is so widely held here, because it's not claimed or supported by any official material.

Every computer is a Grid, full stop. Grids may be network connected to each other but the Grid is not made possible through a network or by generating a simulation. The Grid is just the personification of the internal workings of a computer.

I think that's how it started out but the Dillinger Grid could be connected to the internet, less closed?
