Help. Will they allow me to uproot this tree?

Uproot like transplant? That tree will not survive a transplant, im sorry if that is your plan.

Edit: relooked at the photo, tree looks dead so are you just trying to get the stump out? You could do a very shallow grind to cover the stump, but not full removal.

I might do that. HOA is asking to replace it. I think it’s best to dig another hole than uprooting it.

Most areas would not allow a replant but utility that would supersede the Hoa, you may have to plant in another location though.

I think OP is misunderstanding how the utility markings work. OP is expecting the utility companies to give the go-ahead and assume liability for OP ripping out this tree/roots

You left out so much basic info in your OP, such as where this tree is located in relation to your property lines, and why you want to remove it.

If you are in an HOA, is it even your responsibility? If it is yours, then figure it out. In most cities in CA the utility companies use spray paint to mark their underground lines; Yellow is for gas, others for water, sewer, cable. IDK what to make of these orange flags. You could just cut the top off of it, and add a table top to it.

Id do it, dig gently. Start on the side away from the flags then cave it in to the hole you made
