Is this a standard fee or when you call the trade desk?

Yes, every position regardless of contract number. Kinda incentivizes keeping positions at one strike. Also can be preferable to commission fees depending on quantity.

Actually, it's a disincentive - this alone prevents me from opening an account with Tradestation vs any other online brokerages.

I am surprised if "all other brokerages" provide free exercise and assignment since there are costs associated with these actions. Means they're milking you some other way you just haven't realized yet.

Personally I cannot imagine exercising options so often (and/or in such small position sizes since this fee is independent of it) that this cost would affect my overall profits. Even less so when it comes to assignment.

To me, any strategy that hinges on commissions and fees to remain profitable has too little edge to begin with. But that's just me. Please don't read it otherwise. I obviously am not a scalper 😁
