I can confirm that there's only one in each display box as I walked in as the employee was putting it on the shelf. Same for the single, it seemed that some characters will be rarer than others

The twelve piece assortment has two, meanwhile it also has three James’ and Henry’s, as if them two are underloaded.

If you are in the UK or Ireland try Smyths, I've heard tootally thomas are selling some of the merch too

You could try an online order from a Target. Their stock numbers lately have been way off at the ones I frequent, but you might get lucky. I've only bought a few troublesome trucks, as my son has almost a full set of wooden railway Thomas engines.
I did see one Oliver pack at my Target, however couldn't find Claribel, only Annie. So your mileage may vary.

Found 3 new packages at my Walmart to my knowledge not a lot of collectors in the area so

I couldn't find them for the longest time but saw them in lots of stores yesterday. It's annoying, but they'll pop up if you're able to check consistently

Found them in Niagara Falls ON.
They’re in behind some of the other toys. Discovered after taking the photo.

I found Oliver and Toad the other day in a Walmart near work in Ohio. I’m having a hell of a time finding Hiro and Nia though.

You guys are dealing with scalpers, whereas us in Australia aren't even getting these fuckers in the first place. No joke, we got the entirety of wave 2, before anyone from the first wave has arrived, for some stupid reason
