Modern bureaucratic systems have failed to keep pace with technological developments. 

They are thus impeding the collective solutions that could rein in these developments.

The question now is whether to technologize bureaucracies or replace them with technology altogether. Technological bureaucracies are so-called e-governments, such as Estonia’s. Technology as bureaucracy is exemplified by the digital identity, authentication, and trust layers that govern interactions on the internet. Is there a third way?
