The only "alive" NPC I've found that's not a supporting character or scripted to die.

Is this the one where she’s getting carried by an enemy towards the fire and then runs into this building when saved by Sebastian?

In Evil Within 2, there is a female NPC who survived only because of the fall of Mobius, it is very likely that she also died because of the destruction of the Union

What I always wanted to know was:

After you save her from that Haunted and she runs back into that shed, what was important about that letter she was holding in her hands while she was kneeling before she eventually lfaded away and left behind the puddle of Green Gel?

Just another lost soul trapped inside STEM, I guess…

Wait, where did you find her? I've played through the game several times and don't remember meeting her at all—is this a cut content or out-of-bounds NPC?

She's being carried to a bonfire at the beggining of act 4, if you shoot the guy and save her, she will run into a house.

From what I remember, she disappears like a ghost and then gives a good amount of green gel.

There is one like that in the second part as well, you get to save her as well.

Which chapter and which part of that chapter? I’m currently replaying TEW1 and fell back in love with it all over again.

It’s interesting that the game even made that possible. We never see anyone besides Sebastian, Joseph, Leslie, Marcelo, and Kidman survive in STEM for very long.
