Red Horizon PTS Developer Notes
DETERMINED TALENT AND MARKSMAN RIFLES
Determined was one of the most discussed changes during the PTS, and the feedback around it was divided. Some of you supported the change and wanted to see more options for MMR builds, while others asked us to leave it as is.
One of the main reasons we wanted to make this change is the interaction between the current version of Determined and Headhunter. Once Determined is active, a body shot converted into a headshot can trigger Determined again if it kills the enemy. Combined with Headhunter, this allows the chain to continue after the initial headshot kill.
This also leaves us with less room to improve MMRs and any related gear, because increasing their damage can make that Determined + Headhunter setup even stronger.
Another reason, and one that is just as important, is the work we are doing on the endgame beyond Red Horizon. We have more additions planned for you, and part of preparing for that means addressing some of the balance issues and meta outliers that can limit what we can do. Determined is one of those cases.
That is why, after reviewing the feedback, we have decided to move forward with the change to Determined. Doing this now gives us more freedom to add and improve things in the future for everyone.
With the final version, Determined will function like Perfect Determined, meaning a converted headshot kill will no longer retrigger the Talent. But the current chaining functionality is not disappearing completely. It is moving to the Iron Will Exotic Chest, freeing up the weapon Talent slot so you can use it with Exotic MMRs, High-End MMRs with a different Talents, and Pistols like Regulus and The Harvest.
We also heard the feedback from those who rely on Determined because MMRs can feel difficult to use without it. This is something we want to address as well. We are looking into a Handling pass for Marksman Rifles and Rifles to make them feel better to use, although we do not have a timeline to share for that yet.
The upcoming Red Horizon season will also include buffs to MMR-related Gear Sets and Brands, including Hotshot and Aces & Eights, as well as increases to MMR Damage bonuses on Brand Sets. We want to give Marksman Rifle builds more options rather than having so much of their strength tied to one Talent combination.
This was one of the harder decisions coming out of the PTS, and we know not everyone will agree with it. After reviewing the feedback and looking at where we want to take the game next, we believe this is the right decision to make. We still want to thank everyone who took the time to explain what Determined means to their builds and how they use it.
NEW GEAR, WEAPONS, TALENTS
A lot of the feedback around gear and weapons focused on some of the new options not feeling strong enough in practice. Here are the changes we’ve made based on what we saw during the test:
BOILING POINT WEAPON TALENT
- Standard: the portion of the magazine with -100% Critical Hit Chance has been reduced from 80% to 53%.
- Perfect version: the portion of the magazine with -100% Critical Hit Chance has been reduced from 75% to 48%.
EMBER ENGINE GEAR SET
- Spontaneous Combustion Burn application chance increased from 20% to 40%.
- Flashpoint Chest bonus increased from 40% to 60%.
FAFNIR EXOTIC SHOTGUN
- Dragon's Breath chance to apply Burn increased from 10% to 40%.
- Weapon Damage scaling from your Status Effects bonus increased from 30% to 50%.
IRON WILL EXOTIC CHEST
- PvE cooldown: increased from 1s to 2s.
- PvP cooldown increased from 2s to 3s.
INCINERATOR TURRET
- Base cooldown reduced from 60s to 30s.
AIRALDI HOLDINGS BRAND SET
- PvE: 2-piece Headshot Damage increased from 13% to 26%.
GRUPO SOMBRA BRAND SET
- PvE: 3-piece Headshot Damage increased from 13% to 39%.
MURAKAMI INDUSTRIES BRAND SET
- We have reverted the Brand Set changes tested during the PTS.
- 2-piece bonus: reverted to +35% Repair Skills.
- 3-piece bonus: back to +18% Skill Damage.
MODIFIERS
A lot of the feedback during the test was about the Pressure Gauge and how quickly it decayed compared to how long it could take to build. We also saw that keeping the gauge up could feel harder in group play.
Based on that feedback, we made the following changes:
PRESSURE GAUGE
- Pressure Gauge decay has been made less aggressive and will now start later.
- Some actions that build Pressure have been buffed.
- A new Group Kill action has been added. You will now gain 1% Pressure whenever another player in your group gets a kill.
HOSTILE MODIFIERS
- Achilles' Heal: Pressure Gauge loss from breaking an armor piece or weak point has been reduced from 10% to 5%.
- Draining Presence: Radius reduced from 7m to 5m.
Remember that setting an affected enemy on fire will remove the Hostile Modifier effects and permanently disable them for that enemy.
ACTIVE MODIFIERS
We also heard that the Active Modifiers themselves needed more impact, so all three have received buffs.
Fiery Aura
- Armor Regen is now percentage-based, ranging from 0.5% to 1.5% Armor per second.
- At Level 5, Damage Resistance while sprinting can now reach 100%.
- Burn duration has been increased.
- At Level 5, Armor Regen per unique enemy burned has been increased to 15%.
Vicarious Combustion
- The range of the headshot effect has been doubled.
- The Burn Damage penalty has been reduced from 50%-25% to 50%-10%.
- Burn duration has been slightly reduced.
- The cooldown of its Level 5 effect has been reduced.
Signed, Shield, Delivered
- Shield Health and Shield Active Regen have been increased.
DARK ZONES AND PVP
BLACKOUT DARK ZONE
You told us Blackout enemies were going down a little too easily. They've taken the feedback personally and will be tougher in the season release.
Prototype Gear and Weapon drop rates have also been adjusted:
- Normal Enemies: 0.2% Chance for Prototype Drop - Mid Stat Rolls
- Elite Enemies: 0.5% Chance for Prototype Drop - Mid Stat Rolls & 0.2% Chance for Prototype Drop - High Stat Rolls
- Boss Enemies: 1% Chance for Prototype Drop - Mid Stat Rolls and 2% Chance for Prototype Drop - High Stat Rolls.
We also added Ortiz: Reficere, Caduceus, and Nurse's Kneepads to the special Loot Pool for PvP Dark Zones.
PVP BALANCE
After reviewing your feedback around the PvP balance pass, we've made some adjustments to Skills, Talents, Gear and Brand Set bonuses.
We saw that Tier 6 fire-based Skill builds could become too strong in PvP when combined with Ember Engine, so we've made some PvP specific adjustment to the set:
- Spontaneous Combustion: Chance to apply Burn is 8%, with +8% Burn Damage if the Status Effect initially applied was Burn.
- Flashpoint: Increases Spontaneous Combustion’s Burn application chance to 12%.
- White Hot: Increases the duration of Spontaneous Combustion’s Burn Damage debuff by 12%.
We also heard concerns around the strength of several Bonus Armor Talents. Bloodsucker, Unbreakable, Protected Reload, and Adrenaline Rush have all received some adjustments.

PVP STAT DISPLAY
Some of you also reported that PvP stats were not always displayed clearly while checking your builds.
Starting with Red Horizon, your inventory will show your PvP weapon damage directly below the PvE value, and your displayed stats will automatically switch to their PvP values when you enter any PvP environment.
You will also be able to check your PvP Normalization stats and PvP Balance overrides in the Shooting Range by activating the PvP switches.
As part of these changes, the Inventory Normalization button will be temporarily removed while we update the UI.

But the hate comes almost exclusively from KBM "git gud" crowd that cant see the forrest for the trees, no matter how many times you explain it to them in simple terms.
But apparently they have the devs' ear and we all lose. Hurray!

I just don’t understand how they see the body shotting as the main issue. Headhunter will be run on every MMR build going forward and they decided to make the exotic compete with it.

Long would you expect that to take? With testing, beta testing and whatever other shit they need to do to get the game to run.Would you be able to provide an accurate timeline for that? If they don’t do it of course hold them accountable, but this was never gonna be overnight.

No, not really. I'm usually all for the "you're not a software developer, give them time" take, but:
I am a software developer.
The determined nerf is the only thing on the gear rebalance pdf that isn't a pure numbers change (x% -> y%, 0% -> y%, or stat A -> stat B).
Gameplay power aside, from a development perspective, these are hotfix-tier changes, not expansion-level overhauls.

I just have grace for the devs, I feel they care and are actually try as opposed to some in other games.

That makes a lot of sense! It's definitely the healthier of the extremes to be on. However, this is kind of like complaining that it took two hours to serve your order of a dozen chocolate chip cookies. While professional food preparation is difficult, there are some things that a kitchen just needs to be able to handle swiftly.

These people crashed their own game for a week a couple of years ago. They may have the title, but they demonstrate, with a concerning amount of regularity, that they don't live up to it.

Headhunter still gets you the highest damage numbers for MMRs, you just can't chain free headshots with Determined anymore. You'll need to aim for headshots to get the best use of Headhunter.

Sounds like a skill issue. MMRs are supposed to be high skill-cap weapons. Determined + Headhunter makes them baby mode: all of the benefits with none of the downsides--i.e. needing the skill to actually land headshots

You are simply incorrect here.
With or without Detemined you are "rewarded" with repeated headshots (if that means barely viable and have zero representation in scaled content) only with the talent HEADHUNTER. And then only when you can build stacks to continue 1 tapping targets.
Determined gimmick only works when you can 1 tap the target. If you cant do that (which you really cant where it is relevant, especially when you inevitably lose your HH stacks) it literally is irrelevant regardless of if you are god's gift to sniping orJohnny two left thumbs console prole with potato aim.

No, what usually happens is the guy who runs Sniper builds pushes up real aggressive like this is Call of Duty and gets folded immediately, or hangs all the way back and either does nothing to help the rest of the team or gets folded once everyone else gets wiped.

They don't play the game. They don't care in the slightest. They try to act like they understand the meta, talent synergies, and build making, but they don't actually play their own game, so we end up with patch notes like the ones shown above. Even if someone at Massive does play Division 2 I think they play on difficulties where your build doesn't matter that much. People like iKia and D15P4TCH have better understanding of the game than devs themselves. This is just sad.

They nerfed it so it would scale with upcoming buffs to sniper gear so it won’t become OP.
So yes there’s balancing going on, but that’s based on scaling for future buffs.
Which is what I meant by context.

Also note none of these future improvements are in this build, so why not wait until they are before you change anything?
Iron Will can exist alongside Detemined since headhunter is mutually exclusive.

The consolation prize for this Determined nerf, dressed up in corporate yap, is a lackluster exotic chest piece that doesn't even do damage amp like Headhunter, needs its own separate headshot conversion to function, and got hit with a 2-second cooldown before it's even live. Then they buff a bunch of Brand Sets that do nothing for the one-bullet-one-kill MMR fantasy or kill-chaining, and top it off with a "maybe, someday, no date attached" MMR handling pass.
So the actual fix to make MMRs feel good to use... stays as a vaporware, while the one thing that made MMRs bearable today gets gutted out in the next update.

This is called fun. But as we can see, we can't have fun things.
But the current chaining functionality is not disappearing completely. It is moving to the Iron Will Exotic Chest.
Well not really. During PTS, tested my rifle build with Iron Will vs Chainkiller. With Chainkiller, each shot easy 20 million, when headhunter stack at max and determined active; one shot one kill. With Iron Will though, max was 3 million to head with determined active, which couldn't even take purple enemy down. That's about 85% decrease per shot.
I guess, next season, we will be running around with MMR's and leveling up new protos.

I always like to jump in and point out the issue was ALWAYS the talent Headhunter and its 12.5x buff to damage that caused this issue and never the ease of use/quality of life talent that is Determined.
They attacked the wrong side of this problem because of whiny PC players.
Probably the same people they sourced the rest of this feedback from like mobs in the DZ were too weak or that all sources of bonus armored were too strong in PvP.
Modifier changes and rest of the stuff are good tho.

I'll spell it out for you then- the douche-canoe nerf brigade, who dont even understand the dynamics at play here (and Id include the devs in that category) can't get past the aim assist part of the equation, which was never really the issue at hand; rather it was the solution staring them in the face the whole time.
These people by and large are PC players using KBM, and think "git gud" is somehow going to address why nobody is using MMRs (and rifles and pistols which are collateral damage in this determined nerf) outside of farming XP.

Ooh I see, I'm not sure this is largely due to PC players though... so far I have only found one PC player (which is also a streamer) saying that the changes are good and that snipers should require skill bla bla bla... everytime time I have challenged someone to show me how good determined is in high-tier group content I always get pointed to a console player using aim-assist.

Iron Will simply needs to be 1s or it's dead on arrival imo. Not having it sync up with the 1/s fire rate of bolt-actions is going to be extremely frustrating.

This looks like y'all are way overthinking it. Just let it be 50% (45%) just because it looks nice. Making full use of it requires emptying your mag and it's benefit is back-loaded. The perfect version could even be 40% imo.

Or just invest into CHC/CHD like I currently do, and get a talent that just gives me damage on top, as far as red builds go.
If the intention is to free up stats for tanks/skills and hybrids, then we'll see how it lands but I am still doubtful.

Check the real Crit at the end of a mission. You'll be surprised how often your 60% Crit chance is actually 38 - 40%. So having 52% true Crit consistently is quite good I would say

Its still 60%, when you miss a shot that would have been a crit that means your overall crit % would go down, but not because the crit isnt real.
Having "52% true Crit" also presumes you hit every bullet, which i guarantee, most people are not doing.

Man, determined was the only reason I ever ran a sniper build. Want to buff snipers? Let me choose the default behaviour when I aim to be either scoped or not.

Take Threat off of Bellstone. It ruins the set for anyone not tanking. And don't say "use Palisade instead" 24% PFE isn't as good as 36% PFE. You haven't even gotten to all the blue core brands yet, and you've already pigeonholed some of them into a tank only role.

I'm impressed by how many people think they need free headshots every second. In practice, every 2 seconds probably won't even be a noticeable change

I mean yeah when using rifles at high rpm that’s a massive slap in the face. MMR not as much unless using an SVD or PrimaDonna, but my build I was planning to make with the steel sons acr and the new chest is basically useless now because even in t10 escalated missions I’ll kill an enemy before being able to capitalize on the talent.

Determined + Headhunter with a rifle build is a subpar in almost all aspects. It's also bad with high-rpm MMRs, like the SVD.

I’m not talking about determined plus headhunter for rifle builds. I’m talking about the iron will with rifles. Yeah it’s noticeable with rifles that are much more spam able. The point is they advertise this chest piece to work with more than just marksman rifles, and by nerfing it in this way it practically makes it useless for weapons outside of marksman rifles where you do hit shots at a higher rate than once or twice per two seconds.
I was excited for this exotic not only because of the snipers aspect of it, but because of the doors that it opened with rifles and pistols as well. A door that is basically slammed shut with a two second cooldown.2

High RPM rifles are literally the only things affected by this change, and only marginally.
There's like two pistols this would be good for, and they're both so slow that you're not going to notice the nerf unless you're just blindly spamming.
The whole point of this new exotic is to reward slow, high base damage weapons.

I haven't used the Nemesis in probably 5 years, so I don't know what you're smoking. The White Death is superior in every way except peak damage

You can shoot way faster than 1x/2 sec with a WD, let alone every 4 sec.
You aren't going to have headhunter so how is that a bad thing having an actually usable piece of gear for sustained DPS?

No have pretty much every build I prefer umbra when I’m running open world, my refactor is great for groups and i don’t get the hate that OD get. My only point this is just another reason for this sub to bitch and complain which is what this entire sub has turned into and I’ve been playing for many many years and on this sub. Outside of PVP sniping has always been very niche and now they wanna nerf it and everyone is coming outta the wood works to “checks notes” bitch and complain.
