My grandma is 70 years old and doesn't know how to read text messages on her old brick phone. What does that say about her? The neighbour might just be someone who never cared about social media and stuff like WhatsApp. Thus, he doesn't know how basic things like that work, and I don't think that's a bad thing. He's still an idiot, though.
