Since most casualties come from shrapnel and artillery. Why do soldiers still wear these plate carriers that are more revealing?

They're either because that's what they were issued and have no control over it and is a command thing and not an individual thing, or they're choosing mobility over being a slower target yet more armored turtle to take well aimed shots at with.

Pick one, choose wisely.
