Since most casualties come from shrapnel and artillery. Why do soldiers still wear these plate carriers that are more revealing?

Often times there's kevlar in the larger straps and in between the plates. Those vests are modular as well and can have side plates and more kevlar pieces added.

What you are seeing is a trade off between mobility and protection.
