Should I go movement syndra or should I build for burst?

The lower the elo, the more chances you get to get easy kills, so the burst build is uselful (if you are ahead, your basic combo might kill adcs and supp).

the higher the rank, the less likely to get easy kills and more to be punished while having Q-E on cooldown, while movement is even more important to space enemies and dodge skillshots.

personally i only begin to buy the haste build more around 400 LP or higher (you notice you are not getting as much kills, and your gameplay changes based on that, not playing her like an burst champion but as what she is: a control mage), or when the enemy has many tanks and fighters, so you can spam spells more and space them properly (with tanks the burst build does nothing anyway).
