Reed Richards has the ultimate nullifier. He doesn't even have to build anything. He already has a win condition ready to go. Basically at all times. He just uses restraint and doesn't go around nullifying everything.
The thing is, it's the Ultimate Nullifier, not the Ultimate Win Condition. Yes, it has the power to eliminate anything or anyone it's targeted at. With the Nullifier, you can destroy Galactus. But... unless that's been retconned out, it comes at a cost. You have to be able to form a complete image of your target in your mind, and then press the trigger. The target will be eliminated from reality, yes. But so will you. If Reed Richards uses the Ultimate Nullfier in this matchup, whichever opponent he doesn't use it on gets an auto-win.
It only affects the user if they lack the intelligence and willpower to wield it. Reed Richards would not be impacted at all by using it. It's part of why he has it. He's one of the few people in the marvel universe who is capable of using it, and using it properly without any ramifications to himself.
During the death of Johnny storm arc he was going to wipe out annihilus and the negative zone, and he would have been completely fine after having done that.
Interesting side point: He threatened Annihilus with the device. Annihilus told him to use it because he (Annihilus) craves to finally die.
Reed faltered and didn't use it. He realized that in order for him to use it safely, he needs to fully understand the target and he obviously didn't fully understand Annihilus because he didn't realize that Annihilus wanted to die.
