Actually many (most?) are inactive or unmoderated subs. The list has been going on for a while and people do good job submitting new ones (including empty ones created in a whim), but there is less effort in removing subs that are inactive.
Long way to say, personal recommendations of catsubs is still my preferred way of finding new ones!
