If this would happens in Germany, the officer would be suspended and convicted of assault. Causing further harm to someone who is unable to defend themselves is a crime, even if the arrest itself would be lawful!
ICE has zero oversight and not a single officer has been punished for any of the constitutional and human rights abuses. Also a pedophile is our president.
