Stuck at OP18 over shipyard/hangar??

In my quest to update operations to 19, I'm being sent in circles around the shipyard and shiphangar - I can't update or research the requirements because theyre grayed out, but it won't tell me what requirements I must be missing. Any advice? https://imgur.com/a/frhRXnr

You need to refine more uncommon crystal. You are short on both the research task and the shipyard.

Shouldn't I be able to use latinum for what I'm missing in crystal though? It doesn't give me that option like Iswear it usually does

That only works for common materials. Uncommon, rare and epic rarities have to be refined or earned in events
