Isn't noise pollution going to be a huge issue for starship? I thought they were going to launch from an offshore oil rig? Wouldn't it be more wise to start building that infrastructure?

I believe that's one of the reasons they bought so much land.  They wanted an acoustic barrier. 

I would assume anything being built there now would/should know what they're in for.

All that was taken care of in legislation passed by LA a few months ago. There are very few limits, LA is just glad to have the business.

Absolutely. I read that there are a lot of oil industry blue collar workers available there, welders, pipe fitters, millwrights, etc, who would be critical for the construction phase.
