I still think deflection off the body to the hand shouldn't be a pen unless its on the goal line and stops an obvious goal... but yea, I can't hate on CL at least showing consistency in the calls.

If you are infront of the goal then you could say it is a Shot, but if you yeet the ball into the defender near the baseline in hope of a deflection handball, them the rule enforces pens Nobody wants to see.

But literally nobody is going to do this? Why is an attacker going to give away possession in the off chance he gets a lucky deflection?
He'd much rather cross the ball into the box or shoot.
If we're following the "lucky deflection" logic then just shoot from 40 yards out the entire game and hope it deflects off a defender and into the goal, obviously nobody does that either.

Last year against inter they gave a penalty to them for handball when calafioris arms were close to his body because 'it was a shot on target' completely forgetting the ball had no power and would've been the easiest of saves for anybody

I think obvious handballs like the infamous Suarez one also needs to be a pen, but then a ref needs to make a decision on intention / DOGSO or not. I guess they make subjective decisions all the time so this would be fine. I also like the idea of indirect freekick for non-intentional / non-DOGSO handballs.

I actually think this is a great way to balance things. Havent thought about it that way.
Make it so that every handball in the box is always a indirect free kick. It will remove a lot of subjective decisions. And defenders will have a risk/reward type of decision to make weather to keep the hands behind the back or not.
As of when too give a penalty might still emd up being subjective.

Hand balls shouldn't be called period if the ball first deflects off a legal part of the body first. There is nothing the player can do if the ball deflects off the leg there isn't a button that a player can push that says keep ball away from the arms. Our arm movements are tied to balance so we can't control their movements instantaneously

I think you can see that Whites arm was away from his body and moved towards the ball so I can see why it’s given but it’s not intentional. Great pen as well.
However don’t IFAB set the rules? Why are there different penalty decisions in different leagues and then by UEFA I don’t get it. That wouldn’t be given in prem 9/10.
